Monday, August 24, 2020 LASD Board meeting will start its open session at 7:00pm and it will be held using the Zoom webinar platform. To register in advance for the meeting, click on this link. The entire agenda and supporting documentation for this week's meeting can be found here.
First up, Jeff Baier, and I am sure Sandra McGonagle, will update the board on the kick off of the Start of the 2020-21 School Year. This is a discussion item and the presentation can be found under agenda item H.1 using the link above. The presentation will include updates as to what went into kicking off the school year and any updates as to how the first couple days went. Next, Jeff will provide an update as to how the development of LASD's Santa Clara County Public Health Department Waiver is progressing. This is a discussion item and there are no presentations attached to the agenda at this time. As covered in prior meetings, the Board gave direction to staff to file for a waiver with the county for our elementary schools to reopen in a staggered fashion in compliance with all federal, state and county health guidelines. I look forward to hearing about the application process and our progress on Monday. Then, Jeff will present the Memorandum of Understanding with the Los Altos Teachers Association. This is an action item and the MOU can be found under agenda item H.3. The Board is asked to approve this MOU that staff and the LATA have worked on through the summer to identify and memorialize contractual modifications necessary due to COVID-19. Just when thought he was out, Jeff will be pulled back in to present a Child Care Update on the progress LASD has made toward establishing childcare services for children of LASD employees (who are LASD's essential workers). This is a discussion item and there is no presentation attached to the agenda. Randy Kenyon will next present the Financial Update. This is a discussion item and Randy's presentation can be found under agenda item H.5. The state has no updates at this time for us to envelop into our forecasts. The next time LASD may revise its budget would be in early December with our 1st Interim Financial Report. Furthermore, LASD may have less rental income from the 10th site tenants than projected because of the economic recession, but it is too early to tell. Last, but not least, Randy will present information about state Proposition 15 (Schools and Communities First). This is a discussion item and there is no presentation attached to the agenda. According to Ballotpedia, "Proposition 15 would amend the California State Constitution to require commercial and industrial properties, except those zoned as commercial agriculture, to be taxed based on their market value" and continue to tax residential properties based on their purchase price to create what is known as a "split roll."
