First up on the agenda, Sandra McGonagle will Report on the Opening of School and Social Emotional Learning. This is a discussion item and her presentation can be found under agenda item H.1 using the link above. Her presentation goes over the professional development our teachers went through this summer to prepare more acutely for the social emotional welfare of our students and the ongoing plans for implementation throughout the school year. Next, Sandra will present the District's Learning Continuity and Attendance Plan for a public hearing. This is a discussion item and her presentation can be found under agenda item H.2. This is a replacement in the time of COVID-19 to the normal LCAP (Local Control and Accountability Plan) that has been delayed. This version of the "LCAP" is focused on reporting how we have used resources to remotely teach our students and how we have engaged with stakeholders to improve such. Then, Sandra will hold a public hearing on Textbook Certification with a Resolution for the Sufficiency of the Materials. This is an action item and the resolution can be found under agenda item H.4. This a yearly requirement the District must complete to ensure and assure that each student in the district is provided with sufficient textbooks and instructional materials. Jeff Baier will next present the state of public health guidelines as they relate to the physical reopening of our schools and LASD's Waiver Update. This is a discussion item and his presentation can be found under agenda item H.5. There are three operating directives and guidelines LASD must follow in order to physically return students to campus in a gradual manner. There is the California Department of Public Health (CDPH) Guidelines, LASD Waiver Application (approved on 9/9), and the fact that Santa Clara County has moved from purple to red status in California's Blueprint for a Safer Economy. The CDPH guidance allows us to bring in special education and English language learners for assessments (not instruction) effective immediately. The approved waiver allows LASD to physically bring in students for instruction gradually starting with our learners that need it the most (special education, English language learners, and those struggling in remote learning the most) with three weeks separating each different group's return through third grade. Lastly, if Santa Clara County stays in "red" status for 14 consecutive days, the District can reopen schools according to our Reopening Plan (also in phased approach focused heavily on the safety and wellbeing of students and staff) in the previously discussed Blended format. Then, Randy Kenyon will present the District's Financial Update. This is an action item and Randy asks the board approve the LASD's Unaudited 2019/20 Actuals that must be filed with Santa Clara County by 9/15/20 and can be found under agenda item H.6. Our financial status is better than expected for several reasons (property tax revenues better than usual with less of a transfer to BCS than expected, salaries down because of not filling vacancies, etc.). That being said, because we are a basic aid district the effect of the current recession will not hit us until the 21/22 school year. Next, Randy will present the Annual Developer Fee Report. This is a discussion item and the report can be found under agenda item H.7. Every year we must report how much developer's fees we receive and how they are spent. Almost every year we spend more in capital expenditures than we receive in developer's fees. Randy will then present to us an agreement for Childcare for LASD Staff Members with Children's House. This is an action item and the board is asked to approve this agreement with Children's House for the provision of daycare and supervision for LASD's essential workers (teachers and staff). The agreement is not currently attached to the agenda. Last, but not least, the Randy show will present to the Board for our consideration an amendment to Measure N Citizens Oversight Committee bylaws to allow for longer tenures of its members. This is a discussion item and his presentation and revision can be found under agenda item H.9. The Citizens Oversight Committee is the committee that oversees the expenditures of the Measure N bond. There are a couple of vacancies on the committee (a senior citizen representative and a school district parent representative) and there are members that have been on the committee for now 6 years.
